A selected development team, not a completed campus

DOE says it selected Brookfield to develop and operate the data-centre campus and NextEra Energy to build and own the dedicated power resources after a request for offers issued in November 2025. Big Rivers Electric Power Corporation would provide wholesale service, Jackson Purchase Energy Cooperative retail service and Paducah Power System would act as a community partner.

The distinction between selection and completion matters. NextEra's release says the project remains subject to negotiation and execution of definitive documents. DOE says the power-service agreement is subject to Kentucky Public Service Commission approval. The announced $100 billion, 8,000 construction jobs and 600 permanent jobs are projected outcomes, not money already spent or positions already created.

The power stack is larger than the stated campus demand

The proposal includes 2GW of new grid-connected natural-gas generation and up to 2.6GW of battery energy storage, alongside transmission upgrades. DOE says those resources would support a 1.8GW AI and high-performance computing campus and could send excess electricity to the regional grid.

Those headline numbers do not fully describe the system. A battery's power rating in gigawatts is not its energy duration in gigawatt-hours, and the reviewed releases do not state that duration. They also do not provide gas-supply, emissions, water-use or interconnection studies. Without those details, the releases support a description of the planned architecture, not a conclusion about cost, reliability or environmental performance.

Two official releases leave different timelines and capacity labels

DOE's August 4 event report calls the development a 1.8GW AI/HPC campus and says construction is expected to finish in 2031. NextEra's July 29 release says the fully constructed campus would arrive in 2032, support up to 1.8GW of utility capacity and provide more than 1.2GW of compute capacity.

Those statements may describe different milestones or measurement boundaries, but the reviewed releases do not reconcile them. LUMACTA NEWS therefore preserves both versions instead of selecting one silently. A future update should seek definitive project schedules and a common definition of utility, campus and compute capacity.

A former enrichment site remains under remediation

The Paducah site supported uranium-enrichment operations and is still undergoing deactivation and environmental remediation. DOE argues that its transmission capacity, water infrastructure, fibre connections, roads and available land make it suitable for redevelopment. The new campus does not erase the cleanup obligation or establish that remediation is complete.

The hero is a real DOE photograph of Energy Secretary Chris Wright at the Paducah announcement. It documents the event, not construction progress or a functioning data centre. DOE's web policy states that government information and public-domain images may be reused with appropriate agency credit, while warning that separately contributed material can retain third-party rights. No third-party restriction is shown on the exact event image, and the final crop preserves the documented event context and agency credit.
